That is not the same as safe conditions. The National Weather Service issues alerts for island-scale hazards; it does not report what any individual beach is doing today. Check the official beach-safety resource and the lifeguards on the beach before you go in.

No alert in effect means no island-scale hazard has been issued. It does not mean the water is calm, that there is no rip current at the beach you chose, or that a shore break is survivable. Kauaʻi drownings frequently happen on days with no warning posted.
Swim at lifeguarded beaches, ask the lifeguard, and read the posted signs. North shore beaches can become extremely hazardous during winter surf.
